Choice self-evaluating-vectors

The Report specifies #(...) as the syntax for external representations of vectors. It proceeds to require quoted data including such syntax to evaluate to vectors, but does not specify how an implementation is to treat a bare, not quoted literal vector. Some produce the written vector as though it were quoted, others complain.
