Solution Design Draft #1


The international commission will be a coalition of NGOs and will carry the tentative title of ORGALA. The Charles Darwin Foundation (CDF) will play a large role in the operations of ORGALA. The structure and some specifics of ORGALA are as follows:

    1. Two branch structure - Executive and Legislative
    2. Executive
      1. Director will be CDF director and includes current CDF officials
        1. Director of ORGALA carries out programs determined by ORGALA
        2. The Charles Darwin Foundation will carry out ORGALA's orders
        3. Oversees enactment of policies voted on by committees
      2. Advantages
        1. gives legitimacy to group
        2. knowledgeble leadership
      3. Disadvantages
        1. CDF has bad public relations with locals
    3. Legislative
      1. Scientist Council (analogous to Senate)
        1. Each NGO sponsors and sends a scientist to represent their interests and vote on their behalf
        2. Votes weighted equally - each member of Scientist Council gets equal say
      2. Political Committee (analogous to House of Representatives)
        1. comprised of members of the political community
        2. each voting NGO will have vote weighted by amount of donations
    1. The Charles Darwin Foundation (CDF) will determine which NGOs are eligible but will not have voting power
    2. NGO members of ORGALA (as well as observing memebers) will make a minimum annual contribution of $20,000
      1. value to be reassessed annually by the two legislative groups to adjust for inflation
    3. Only non-profit organizations can become voting members
      1. for-profit groups can donate money but they cannot chair any of the legislative bodies
    4. No government organizations will be included except for UNEP and UNDP
    5. Groups must be environmentally conscious
    1. Delocalized meetings
      1. teleconferencing - since members are spread all over the world and it would be impractical to convene them all several times a year
      2. electronic voting
    2. At least once a year there will be a physical meeting at the Galapagos
    3. Yearly reallocation of membership and representation
      1. Recognize economic crises facing the Galapagos Islands
      2. Recognizing the financial limitations of the Ecuadorian government
      3. Noting that NGOs wield considerable influence in the Galapagos (especially the park)
      1. Protect ecosystem through contribution of funds to conservation programs
      2. Encourage the Ecuadorian government to continue preservation efforts
      3. Promote the giving of funds for the increased education of the residents of the Galapagos and also the Ecuadorian population
      4. Provide oversight to ensure that the money goes to where it has been determined to go by ORGALA
