Solution Design Draft #1
The international commission will be a coalition of NGOs and will carry
the tentative title of ORGALA. The Charles Darwin Foundation (CDF) will
play a large role in the operations of ORGALA. The structure and some
specifics of ORGALA are as follows:
- Two branch structure - Executive and Legislative
- Executive
- Director will be CDF director and includes current CDF
officials
- Director of ORGALA carries out programs determined by ORGALA
- The Charles Darwin Foundation will carry out ORGALA's orders
- Oversees enactment of policies voted on by committees
- Advantages
- gives legitimacy to group
- knowledgeble leadership
- Disadvantages
- CDF has bad public relations with locals
- Legislative
- Scientist Council (analogous to Senate)
- Each NGO sponsors and sends a scientist to represent their
interests and vote on their behalf
- Votes weighted equally - each member of Scientist Council
gets equal say
- Political Committee (analogous to House of Representatives)
- comprised of members of the political community
- each voting NGO will have vote weighted by amount of
donations
- Criteria for joining as a voting NGO member
- The Charles Darwin Foundation (CDF) will determine which NGOs
are eligible but will not have voting power
- NGO members of ORGALA (as well as observing memebers) will make
a minimum annual contribution of $20,000
- value to be reassessed annually by the two legislative groups
to adjust for inflation
- Only non-profit organizations can become voting members
- for-profit groups can donate money but they cannot chair any
of the legislative bodies
- No government organizations will be included except for UNEP
and UNDP
- Groups must be environmentally conscious
- Meetings/Voting Procedures
- Delocalized meetings
- teleconferencing - since members are spread all over the
world and it would be impractical to convene them all several times a
year

- At least once a year there will be a physical meeting at the
Galapagos

- Recognize economic crises facing the Galapagos Islands
- Recognizing the financial limitations of the Ecuadorian
government
- Noting that NGOs wield considerable influence in the
Galapagos (especially the park)
- Protect ecosystem through contribution of funds to
conservation programs
- Encourage the Ecuadorian government to continue preservation
efforts
- Promote the giving of funds for the increased education of
the residents of the Galapagos and also the Ecuadorian population
- Provide oversight to ensure that the money goes to where it
has been determined to go by ORGALA
- Other Notes
- Involvement in the Galapagos by the
indigenous population will be achieved through INGALA
- ORGALA
will have a solely environmental purpose
