Solution to A Puzzle with the Answer EIGHT DAYS A WEEK

Each of the titles is the current (or terminal) title of a sitting or recently retired Air Force General. The first letters of their surnames spell EIGHT DAYS A WEEK, the answer to the puzzle.

The dates, in each case, are dates on which that General received a promotion earlier in their career, as are helpfully indicated at the bottom of each's official Air Force Biography page, e.g., http://www.af.mil/AboutUs/Biographies/Display/tabid/225/Article/105022/major-general-david-j-eichhorn.aspx.

Using standard pay grade notation (2LT = O-1, LT = O-2, etc.), each of these promotion events gives a before/after pair of indices, which index into the General's name to give a translation from one letter to another. Applying all of these translations to the series of letters in the last line spells ACTORJAMESORSPAINSGENERALISSIMO, so the title is FRANCO.
