Step one is identifying the badges. They come from four different sources (Boy Scouts, Girl Scouts, Untappd, and Sporcle). A full list can be found below. The first letters spell out CHOOSING DIFFERENT SHADES FOR EACH BADGE TYPE SHOWS A MESSAGE FOR HOW TO COMPLETE THIS.

Coloring the four sources of badges different colors (BSA in green, Untappd in blue, GSA in yellow, and Sporcle in white), we get:
