MIT STUDENT CABLE GROUP
			    CONSTITUTION


     The Student Cable Group (aka MITV 36/35) shall be an organiza-
tion open to all in the M.I.T. and Wellesley communities and shall
provide students with the opportunity to program the M.I.T. Cable
Television System and the MITV internet video services.

     The membership of the group shall consist of all people whose
names appear on an official roll to be held by the secretary.
Membership will always consist of at least 5 current MIT students,
and will always consist of at least 50% MIT students.
The secretary shall start a new roll every school year and add to
it the names of everyone in the M.I.T. and Wellesley communities
who attend three or more Student Cable Group meetings or show 
continued involvment by participating for an analogous period of 
time in a Student Cable Group production.  Members who do not 
attend two consecutive meetings will become non-voting members.

     The executive officers of the group shall be elected from the
student membership at a regular or special meeting during May, or
whenever an office is vacant.  Their duties and powers shall be
those listed herein as well as any that the membership explicitly
confers upon them during their term of office.  The executive
officers shall be:

             A president, who shall not be the treasurer, and
	 whose responsibility shall be to call
        and run meetings, administer group policies, be the
        primary point of contact for the group, and ensure the
        preservation and mission of the group;

             A treasurer, who shall not be the president, and 
	whose responsibilities shall be to
        handle and keep permanent records of all financial
        transactions of the group;

             A secretary, whose responsibilities shall be to take
        minutes at every meeting and file these minutes with the
        financial records as part of the Student Cable
        Group's permanent archives (may also be the treasurer);

             And any other officers as shall be elected by the
        membership (such as a production or facilities mgr).

     These officers must be re-elected every year.  Removal of an
executive officer from office shall require a two-thirds
(66 & 2/3%) vote of the membership.

     Meetings shall be held once a month with additional meetings
whenever the president (or designated officer) calls for one.

     A quorum shall be one executive officer and four members, or
one-half (50%) of the membership of the group, whichever is
greater.  This quorum is the same for elections and amendments.

     Amendments to this constitution and elections  shall require the agreement
of two-thirds (66 & 2/3%) of the membership to be approved.

     Voting member privileges include priority usage of the
facilities and broadcast channels in exchange for helping MITV
continue to be a going concern (ie. attend meetings, train
others, maintain equipment, etc.).  Non-voting members may 
acquire usage as capacity permits.  Non-members may request 
programming time but the request may be denied or only partially 
filled depending on the availability of members and membership 
programming wants.

     The Student Cable Group agrees to abide by the rules and 
regulations of the Association of Student Activities, its 
Executive Committee, and the Finance Board.  This constitution, 
amendments to it, and the by-laws of this organization shall be 
subject to review by the ASA Executive Committee to insure that 
they are in accordance with the aforementioned rules and 
regulations.

     The Student Cable Group agrees to abide by the
Non-Discrimination Policy.  Any member of the MIT student
community is eligible and welcomed to become a member.
