Problem


The water has now reared its head again. It has been playing a major role in shaping the lives in the Neighborhood. The waste water disposal of this area into the Schuylkill is through the sewer stream which is approximately 20 feet in diameter.


During the rains, this sewer stream is unable to take the combined flow of rain and waste water. Thus we have backflow which get into the ground causing differential settlement of land. This is a major safety issue because it has caused houses to collapse. The basements in the low lying areas flood during the rains, thus disrupting normal private life and weakening of the building foundations. Over the years it has lead to people abandoning the residences due to high maintenance cost. This in turn has resulted in falling of land prices. Unfortunately with this economic distress come social problems where pockets of neighborhood are lonely and uninhabited inviting anti social elements.



The problem needs to be tackled at the source which is water management. It would help in the revitalization of the neighborhood. How does one revitalize a place and manage water? Is replacing the existing sewer or enhancing the capacity of the sewer the answer? Or we should pray to God that it should not rain so much? With the sewer system running below the houses, the cost of replacement and the time taken would be phenomenal. So what the hell is the solution?
