   When the water turns to the light, the underground sewer was once the largest stream that drains nearly two-thirds of West Philadelphia area is a part of the history of West Philadelphia landscape will be alive. The idea the mysterious and unconnected events of the rushing river buried underground can compare with the darkness and the brightness. Brightness is Mill Creek once exposeing to the nature, but now is darkness. The glory of light along the line of the underground sewer can bright this sleeping stream again. It means when the night is coming Mill Creek will be brightening among the darkness, and when the night has gone Mill Creek will be darknening. Although daytime is the darkness of Mill Creek, the vertical features in landscape such as light pole will present the line of the old Mill Creek.

 Transformational function in vacant lots and vacant spaces is the concept around Mill Creek community. In order to improve the quality of the neighborhood, functions as a playground, pocket garden or water recreation will be placed in those spaces. the water recreation will be linked to Mill Creek sewer for drainage system in the future
