A good undergraduate text on mechanics or statics will likely cover 'hoop stress' somewhere...
Here's a suggested reference:
An Introduction to the Mechanics of Solids
by Crandall, Dahl, and Lardner
(see pp. 93-95 in the 1978 edition)
