This is the final version of the proposal, as presented to the Chancellor and the MIT Community on October 25, 1999. The report is also available in the PostScript, PRN, and MS-Word formats. A two page summary is of the proposal is available in PDF format.

The committee would like to thank everyone who has contributed to the creation of the proposal through their comments and suggestions. The success of the proposal is due to their efforts.
