A 15-page report describing, in a fair level of detail, Jim's efforts to defuse the war and improve relations between the Tinoori and human governments on Cabry.

• As a primer, there is a page describing Tinoori psychology, and how it differs from human psychology. There are descriptions of how Tinoori view the world as a perceivable construct, and how their perceptions are added to their worldview. Direct perception is accorded a position of Truth, whereas indirect data is attributed a confidence level. (A note is made that Tinoori are very, very perceptive, by human terms.) New perceptions and data build upon pre-existing ones, like building blocks. Indirect data from multiple sources can raise the confidence level until it becomes viewed as Truth. Because of this, entry of false data into the worldview of a Tinoori can cause madness-- the foundation is corrupt, and anything that builds upon it will also be corrupt. Such madness is occasionally treatable, but it requires great effort, and effectively erases everything that the Tinoori learned after the corruption was introduced. Surviving through such a process is not guaranteed.

  Because of this, several things become apparent. First, Tinoori never lie. To do so would be a crime beyond reckoning, and is almost entirely inconceivable in their view. Second, although the word of humans is given a lower confidence level, it is still possible, through great effort, for humans to convince Tinoori that a falsehood should be considered a Truth.

  7 successes on Alien Relations.

• History of the War. There is a discussion of how the war began, as told by Independent Confirmation to Jim:

  "Back during the civil war in the Hegemony, the Tinoori themselves had not taken either side, and there were humans on the planet who were on both sides, loyalist and rebel. There was a massive disinformation campaign, orchestrated by Tyrell, the planetary governor, which convinced the Tinoori through multiple seemingly independent sources that the loyalist side was about to conscript the Tinoori into the navy, whereupon the Tinoori fell upon the loyalists and killed them. Then it became clear that this was a false truth, but it was an integral part of the worldview of most of the Tinoori leadership. Some were able to be wiped clean and begin again, but most went mad and killed themselves or were killed. The Tinoori now can barely conceive of humans being willing to do this, against an enemy they meant to destroy, but that was not even the case - they were destroyed and broken out of _convenience_, by those who were not even their enemy. Humans have not appreciably changed, they think, in that time. They find it a plausible possibility that humans en masse could still try to do this sort of thing again."

  There are several paragraphs of background material on how the war progressed since then, as best we know (footnotes from several sources, including the academic history books "Retribution and Mercy", and "Tactical Imperative"), resulting in the current division of the planet into one continent held by the Blue planetary government, one by the Tinoori, and one that was divided between the two sides. More details about the precise tactical situation are given in an Appendix.

• Jim's personal experience with the Tinoori.

  An explanation of how the crew of the Hippocrates met Moment Before Dawn, Night Blooming Wisteria, and First Frost of Autumn, on Crux (2778.104, 1.03: "Elmer **TRICONIAN**"), and later invited them to join the crew. A retelling of the questioning that they performed on the crew, and their answers. Jim declares that he does not lie, and enough of the rest of the crew believe that he intends to be Truthful, that Night Blooming Wisteria proposes and conducts the Experiment.

  In the Experiment, Jim is invited to share his perceptions with the Tinoori each evening. NBW will accept these things as True, and MBD will act as a sanity-check, looking for any madness that might be introduced. This proceeds for many months, during which time Jim learns Tinooranthi, and begins to learn how to construct a worldview, and convey information on that worldview, as the Tinoori might.

  The PGC is apprised of the situation by the Tinoori, and they request Jim be brought to them for examination. A brief recount of the events of 02.14, Publicity Stunts. Jim is declared provisionally perceiving and sentient, and a cease-fire against humans is declared.

• Jim's efforts to build a lasting peace. Jim recounts how he felt the cease fire was a good step, but still tenuous. In the end of 2780 (early season 4), Jim begins working on ideas for how humans and Tinoori on Cabry might come to a longer-term accord. He completes his Diplomacy and Alien Relations badges in parallel with these efforts. Jim meets with Spring River College Professor of Foreign Relations Tamar Candele, an expert on trouble spots, and discusses the current situation.

  The first opportunity to travel to Cabry was when the cease-fire was disrupted as of ~2781.000. Jim and the Hippocrates crew discover the root cause, capture Dylanna, present evidence to the Tinoori and to Blue, and stop the war from re-emerging (04.09, "Folly").

  Negotiations on long-term peace begin. Shuttle diplomacy is performed by Jim to help determine the parameters of a potential accord. The Blue Foreign Ministry, Cabry planetary government, and the PGC and TGC are consulted on a number of occasions. Efforts are made to ensure that a withdrawal of forces will occur before the Flames, to minimize friction due to Flames casualties. (See Appendix for more details.)

  After many rounds of discussion, a staged accord is proposed by Jim and accepted by both sides, ~2781.145, copy of the signed version attached.

  Report on Human and Brochoahan Worldview Integration

  A detailed report, in both Intergal and Tinooranthi, about how the Brochoah and humans are integrating their worldviews, since the Brochoah have re-emerged from secrecy. Included within are summaries of several interviews, including:

  1. Callian McVeight, Ministry of the Interior for the Brochoahan Protectorate. One of the few humans at the highest levels of government.
  2. A few xenopsychologists/lawyers/etc. from the Commission on Interspecies Arbitrage. This was set up by the Protectorate, and several of the members had previously been on Cabry. They act as a governmental advisory board, issuing recommendations for various things when "separate but equal" is better than "same". Their charter statement is appended to the end of the report.
  3. Twig. He notes the continual influence of Brochoah in human worldviews through the Gloryweb trading fleet. He also has a unique perspective, having lived on Highguard for most of his life, and adds his thoughts on the changes between the Hegemony of old and the current political setup.
  4. Fairly high-ranking official in the Blue Foreign Ministry. He discusses how the integration/alliance efforts have been going, on a more Hegemonic than planetary scale. Jim also summarizes his personal experiences with working with a Brochoah as a member of the crew, interacting with Commander Branch, etc., but this is given slightly less prominence than the above. Also included are poll results from Nerele, which show an increased acceptance of the government as legitimate, over time. Approval ratings are not yet as high as those of the government in Blue, Red, or Stannis Law. The general person on the street thinks that the Protectorate is "fair" as the strongest adjective associated with it. ("good", less so. "legitimate" less so.) The most discontented seem to be human middle-business types, who have discovered that they weren't as important or competent as they thought - i.e. someone in Gloryweb who wasn't high enough before to know about the Brochoah, but was high enough that they now feel eclipsed by their new "shadow masters".
• A detailed proposal for a withdrawal of military forces, that will create a buffer zone between the races, and establishing diplomatic and military contacts, to prevent and ameliorate any outbreak of violence between Tinoori and human forces as a result of the passing of the Flames. This proposal was accepted by General Hornburg and taken to Blue command on Cabry, who implemented a withdrawal and lockdown procedure that should limit any Flames-related casualties. The Tinoori declare they will not take Flames-related casualties as evidence of human attack. 8 successes on Diplomacy.
• A copy of the accord signed by humans and Tinoori. Each stage is a confidence building measure, to be followed by a period of evaluation. Stages last a minimum of six months. If the terms of a stage were performed to the satisfaction of both sides, they will progress to the next stage. If there are serious issues, terms can be renegotiated during the evaluation phase. This will allow Tinoori and humans to have greater direct evidence and personal confidence that the other can be a partner, rather than an opponent.

  Stage 1: Detente
  This stage basically continues the current relaxation of hostilities between the two sides. Timetable for removal of heavy weaponry from the jointly-controlled continent. DMZ created first spanning a few large hexes, then a mile, then ten miles. Eventual redeployment of military garrisons and armor units as civilian police forces reassert control.

  In addition, political contacts are established, with regular meetings to discuss issues of importance. Establishment of a joint fact-finding committee for any incidents or hostilities that occur; this committee will be allowed to investigate fully and present its results before either side will impose sanctions, take military action, etc.

  Reparations for the latest set of attacks (i.e., the ones Dylanna inspired) are made.

  Stage 2: Coordination
  Establishment of a special judicial court for cross-species incidents. Agreements in place that single-species interactions will generally be governed by their own laws. Humans agree that lying to Tinoori will be considered a crime, while Tinoori acknowledge that taking of human life is a punishment that can only be meted out by the state. Tinoori acknowledge that humans are sentient, albeit imperfectly perceiving and with a different nature of worldview.

  Planetary government decisions are overseen/reviewed by a joint council of Tinoori and humans.

  Establishment of an official Tinoori ambassador to New Light.

  Stage 3: Unification
  Planetary government council becomes more formalized, rather than just advisory.

  Tinoori ambassador to New Light becomes a member of the Hegemon's cabinet. The name "Tyrell's Folly" officially changed back to "Cabry".

  Acknowledgement that Hegemonic forces will be responsible for protection of Cabry from external threats.

  Cabry Tinoori will fit into the economic system as per other planets (taxes, etc.)

  Hegemonic law will be incorporated into the Tinoori worldview, and followed to the extent allowed under the planetary/Hegemonic rights divisions.

  [Possible: The Hegemony will help create an independent institute of diplomats to promote relations between humans and Tinoori.]
