merging ktelnet w. k5 sources

Description:
Numerous improvements, especially in the area of portability, are made
to the krb5 source tree. Athena telnet/telnetd is separate, and
doesn't benefit from these changes. There's no reason why the
Athena functionality couldn't be merged into the krb5 source, so
that we could just take updates from there as appropriate.
