Exposee of Operation Nightshade
This unconstitutional effort to spy upon Pedro Menor, a citizen of the United States between 2016 and 2018 was the Kopfberg Project's only real assignment in its history.
The purpose of Operation Nightshade, as exposed by Dr. Lazlo Antona, was to determine the exact whereabouts of Menor during his self-imposed hiding-period, before negotiations for an independent San Corenzo actually began in earnest; Operation Nightshade as intended to squash these efforts by locating Menor, in preparation to seizing/harassing him out of negotiations with the government. As the negotiations began, the project continued, now with the purpose of finding some means of discrediting Menor, or linking him with criminal activities.
It's unclear to exactly what levels the conspiracy extended, or when. According to Antona, at least one member of the FBI knew, possibly more, and perhaps (he claims) the president of the United States.
