'Once we understand these
streams taken separately, the key to understanding agenda and
policy change is their coupling. The separate streams come together
at critical times. A problem is recognized, a solution is available,
the political climate makes the time right for change, and the
constraints do not prohibit action. Advocates develop their
proposals and then wait for problems to come along which they
can attach their solutions.'

The role of the policy entrepreneur: coupling solutions and
problems
Kingdon also describes the role of the policy
entrepreneur in coupling problems and solutions. The policy
entrepreneur seeks policy problems faced by other groups or
organizations which their 'pet' solution may resolve (Kingdon, 1995). In Urban
Wilds advocacy, the policy entrepreneur has frequently taken on the role of demonstrating that the preservation of an Urban Wild can be a solution to a problem faced by a community within Boston. Examples of this process range from using the Urban Wild designation as tool to shape negotiations over new developmnt in a Boston neighborhood to creating
a new community open space through the Urban Wilds
Initiative
