 Restores a work array guaranteed to be at least the input size, restore with DMRestoreWorkArray()

Input Parameters

dm - the DM object
count - The minium size
dtype - data type (PETSC_REAL, PETSC_SCALAR, PETSC_INT)

Output Parameter

array -the work array
