Stakeholders

Locate all Stakeholders in appropriate segments according to their interest and influence. Note that “INTEREST” may be positive or negative: i.e., there can be strong negative interest, as well as strong positive interest.

Consider three categories of stakeholders:*

Affected: concerned residents and community-based organizations; nongovernmental organizations.
Decision-makers: Environmental protection agencies; politicians; sector agencies; private and informal-sector enterprises.
Experts: Planning agencies; the professional news media; the scientific and academic community; external sources of support/expertise.

Which of the stakeholders has priority, if any? How does one handle situations of strong influence/weak interest or strong interest/weak influence?
