Proposition:

-To create a board of scientists, field biologists, and other experts as a subcommittee in the World Biopreserve.   The tasks of this board will include:

            -Registration of all independent research projects to be carried out on the islands
            -Approval of methods to be used in independent monitoring studies

            -Collection and archiving of data from monitoring network and other research

            -Recommendation of legislation to be passed by the Biopreserve in reaction to                   acquired data

            -Recommendation of extension or changes in monitoring network based on data                        received

            -Coordination of monitoring efforts between independent groups (CDF, WWF,             GNPS, etc.) and monitoring network put in place by Biopreserve

            -Make data available to the public through an on-line database of final data and                  possible implications

-To create a position of public spokesman to present data and corrective measures being taken locally

Justification:

-Registering all independent research projects ensures results will be eventually entered into database

-Ensures methods are scientifically sound and will not do significant harm to the ecosystem

-Archiving of data allows research groups to determine what studies are already being done by looking in one, easy to navigate, location so there will be less overlap of monitoring efforts

-With the total wealth of information from all studies being carried out, the board can make informed decisions for their recommendations of legislation

-Ensures money from the Biopreserve for the monitoring network will be used efficiently (again, little to no overlap)

-Making the data available allows the public to inform themselves and allows for possible recommendations from experts elsewhere

-A public spokesman would inform the local public on the health of the ecosystem and gain trust among them
