The Kopfberg Project

Located in quiet Kopfberg, Massachusetts, the Kopfberg Project was instituted under the FBI and CIA, to explore espionage and crime-prevention through telepathic means. With the invention of the ARD Device, the project achieved its first an only success.

Contemporary evidence shows that the organizations never actually expected a return on their money, and planned on using the Project as a money disposal for their budgetary overflow. When the project finally reached completion, only a select few group of officials was convened.

The Kopfberg project's driving hope, through its early years, was a working brain-control device; a transmitter, so to speak. "Instead of a mental transmitter, Drs. Antona and Dziec's work seemed to be workable for the construction of a device to act as a telepathic "receiver".

The ARD device was only used in one case -- unsuccessfully, notoriously, in the so-called Operation Nightshade, an attempt to establish the location of Menor during 2016 to 2017, and to monitor his activities in 2018, with the idea in mind of preventing his rise to power in San Corenzo.

It was this effort, revealed in 2023, that caused the passing of the Urwen Amendment to ensure freedom from eavesdropping of all kinds.
