Control Rod Crisis

The overhead (or bridge) crane - which is in 'manual override' mode according to the story - is the primary mechanism that the participants engage with and control. The controls will be placed such that at least two people are required to operate the crane, and visibility into the reactor room can be constrained such that a third person is required to give directions to the other two.
