This particular group does not meet any of those definitions. The name was given to us as a joke by Janet Perry, at that time of Novell Educational Marketing. We're not a cartel we are just a group of staff members at some schools that have similar computing environments or concerns about those environments. Once in a while we work on projects together to save us all time and effort. Staff members participate in the mailing list and have been getting together once a year since 1994 to further our mission. The mailing list is private.
