Developed by Dr. Lazlo Antona and Dr. Bartholomew Dziec for the Kopfberg Project, and completed in 2010.
Though the details of its operation remain classified, the Aggregate Reconnaissance Deployment (ARD) device was designed for the explicit purpose of "Long Distance, Telepathic Eavesdropping." Two operatives of opposite gender were injected with certain compounds and subjected to certain stimuli while under the influence of the device; they began to "channel" the thoughts of a given person.
Identification proceeded through brainwave pattern coordinates, not physical ones; the device could easily find a person with a known set of brainwaves, without knowing exactly where the person was.
The device is by no means safe to use; one of the principle risks was the danger of losing one's own personality when in close contact with a distinct, tenacious mind. There is believed to have been at least one such "Accident", possibly more, during the company's lifestyle.
Pursuant to the Urwen amendment, it is now illegal for any government agency to employ such a device without direct, per-use authorization from the President.
