Summary of Four Approaches to Interactive Community Planning


METHODOLOGY TIME FRAME MATERIALS REQUIRED RELATIVE COST BEST USE

COMMUNITY ACTION PLANNING Simple hand-made charts provide frame for documenting and organizing issues in small group interactive workshop sessions. Preparation:
Short period to identify representative and make basic logistic arrangements

Workshop:
2 to 4 days

Simple, commonly available materials:
- large paper sheets for documentation
- markers, tape/pins
Low/moderate:

Can be very inexpensive

Quick entry into relatively defined community to identify issues and develop plan of action

PLANNING FOR REAL Community-built model is base to focus public inputs and to initiate workshop sessions with card and chart documentation techniques. Preparation:
Relatively long period to build model and mobilize community interest; recommend 3 months as ideal

Workshop:
2 to 4 days

Simple, commonly available materials:
- local materials for model making, polystyrene for base, etc.
- markers, tape/pins
- 'Planning for Real' kit is useful with custom charts
Low/moderate:

Can be relatively inexpensive by drawing on community resources

Longer term approach for strengthening and mobilizing community interest

ZOPP Rigorous approach uses cards to solicit inputs and to document issues leading to a 'logical project framework' which summaries entire project Preparation:
Short period to identify participants, arrange for logistics, and secure moderator

Workshop:
2 days to 2 weeks; 5 days most typical

Elaborate, custom 'suitcase' with varied cut paper, markers, pins, glue sticks, and cutter
- large sheets of paper for affixing issue cards, easels to hold sheets also common (Note: custom suitcase considered luxury)
Moderate/high:

Requires highly trained moderator

Can be relatively expensive in venue costs and moderator fees

For seasoned and relatively sophisticated participants in detail structuring of projects

URBAN COMMUNITY ASSISTANCE TEAM Community mobilization and project definition through outside professional assistance team working with local officials, volunteer agencies, and residents Preparation:
Long period of up to 9 months in some forms to identify counterparts, collect information and mobilize community for event

Workshop:
2 to 4 days

Varied materials with generally high degree of sophistication for professional results in project delineation and report pbulication High:

Most expensive which requires fund raising efforts; costs can include transport of team, sophisticated audio-visul equipment, professional documentation and final publication

For initial entry which mobilizes and builds alliances in communities: for quick interventions
