ELECTRONIC CONFERENCES

The Water Supply and Sanitation Collaborative Council is planning a series of seven electronic conferences between 11 September and 3 November on several interesting topics in the run-up to its 5th Global Forum in November in Brazil. The themes have been chosen to reflect the essential elements of VISION 21. Some topics:
"People-centred approaches", "Sanitation and hygiene promotion", "Serving the urban poor" and "Institutional frameworks". If you are interested in partaking in this electronic conference round, you may contact Darren Saywell at WEDC for further information, d.l.saywell@lboro.ac.uk.

WASTEWATER TREATMENT - DESAR 2000 workshop

WASTE participated at the DESAR 2000 workshop where engineers in wastewater treatment, microbiologists, municipal officers, researchers from the European Community and the South met to discuss their findings and views on the potential for decentralised sanitation and reuse systems instead of centralised urban sanitation systems that have shown not to be sustainable as it results in the loss of useful resources accompanied with wastage of large amount of high quality water. From WASTE, Lane Hoffman, sociologist, and Nadine Dulac, organic waste expert participated. WASTE's concept of ISWM (integrated sustainable waste management systems) was discussed. Emphasis was given to the fact that planning urban waste management calls for a multi-disciplinary analysis taking into account legal, social and legislative and financial factors.

 

Collaborative Working Group on Solid Waste Management:
workshop in Manila, September 18-22, 2000

The CWG on Solid Waste Management of experts and donors meets approximately every one-and-a-half year to discuss experiences and approaches in urban waste management. The first meeting in April 1995 (Ittingen, Switzerland) was attended by SKAT, the World Bank, Urban Management Programme, Swiss Development Co-operation, WASTE and other private consultants. Follow-up workshops took place in Washington (1996), Cairo (1997) and Belo Horizonte (1998). The next one is planned for Manila with the title "Integrated and Sustainable Solid Waste Management Planning". Some 60 participants of various local and international development organisations will present papers, which will be discussed in working group sessions. These will lead to future strategies, concrete actions and products. UWEP will give five papers on the UWEP's Integrated Sustainable Waste Management concept and the reflection of it in the activities in the four UWEP pilot project cities - Bangalore, Bamako, La Ceiba and Batangas Bay. These projects focus primarily on involving various stakeholders in the waste management system of these cities.

 

Workshop on "Integrated and Sustainable Solid Waste Management in Cities of Latin America and the Caribbean"
Porto Allegre, Brazil, from 6-8 June, 2000

Promoted by the Urban Management Programme Regional Office for LAC (PGU-ALC) in Quito, Ecuador, and the Institute for Promotion of the Social Economy (IPES) in Lima, Peru.

The PGU-ALC and IPES are interested in supporting a working thematic group (GT) on the topic of Integrated and Sustainable Solid Waste Management, which will have the participation of neighboring or community municipalities, institutions and organizations. It is expected that this group will be able to:

    - discuss and develop what are the necessary municipal and political lineaments necessary to develop, in a sustainable way, an integrated solid waste management in the cities
    - encourage shared knowledge of experiences and information between cities, perpetuating inter-city cooperation
    - strengthening the links of this participants to better manage solid waste of their cities

The city of Porto Alegre (RS, Brazil) has submitted its official candidacy to the PGU-ALC to be the coordinating city of this Working Group. In order to achieve this and to be able to consolidate the formation of this group, the three institutions are currently co-organizing the launching of the event of the GT. This event, called Workshop on "Integrated and Sustainable Solid Waste Management in Cities of Latin America and the Caribbean", will be held in the city of Porto Alegre from 6-8 of June, 2000 and the people invited will be mainly Mayors and Local Authorities during the event of this Electronic Conference.

Integrated and Sustainable Solid Waste Management in Cities of Latin America and the Caribbean

May 2 and May 19, 2000

General Presentation
The first international electronic conference (in Spanish & English) will be held on the topic of Integrated and Sustainable Solid Waste Management in Cities of Latin America and the Caribbean.

The Program for Urban Management, Regional Office for Latin America and the Caribbean (PGY-ALC) and the Institute of Promotion for Social Economy (IPES) of Peru are organizing this electronic conference to attend to hundreds of cities interested in this topic.

In order to participate in this electronic conference, the interested parties need access to electronic mail service to let us know of their interest to participate in the conference, by sending an email to ipes@amauta.rcp.net.pe

IPES will coordinate and will be the moderator for this electronic conference. At the end of each week a summary will be prepared and at the end of the conference there will be a final synthesis of the topics discussed.

Following are more details on this conference and the instructions to be able to participate.

INTRODUCTION TO THE CONFERENCE TOPIC

Currently the challenge of the local authorities of the cities is to develop an integrated systems of waste management that allows to articulate some fundamental elements.

The inter-action of the participants (local authorities Universities, community organizations, private enterprises, organizations for international cooperation, organizations of technical assistance, etc.) in the system of municipal waste management.

The inter relation of all of the elements of the chain of waste (generation, separation from source, selective collection, treatment, recycle, final disposition, etc.)

The interaction of technical aspects, financial, environment, social, institutional and political to assure the sustainability of the system.

The relation of the problem of waste with other urban systems, such as sewerage, public health, drinking water, urban agriculture, etc.

OBJECTIVES

The electronic conference has the following objectives:

    - develop a first approach towards the topic of Integrated and Sustainable Solid Waste Management in Latin America and the Caribbean.
    - convene that the cities of the Region, through their local governments, and members of the civil society (community organizations, NGOs, Universities,
    Institutions for investigations, among others) to be part of a working group on this topic.
    - disseminate the launching of this event of this working group in the city of Porto Alegre (June 5-9, 2000)
    - gather any suggestions from the municipalities, institutions and community organizations interested in being part of the group, to organize the Working Plan 2000-20001 of the GT.

DURATION

Start date: Tuesday, May 2, 2000
End date: Friday, May 19, 20000

STRUCTURE

The conference is divided in four parts:

    Phase 1 (May 2-5)
    What is Integrated and Sustainable Solid Waste Management?
    Phase 2 (May 6-10)
    What is a working group of cities?
    How to constitute an Integrated and Sustainable Solid Waste Management formed by cities in Latin America and the Caribbean
    Phase 3 (May 11-16)
    What contents must be looked at by a Working Group for cities interested in developing visions of integrated and sustainable Solid Waste management?
    Phase 4 (May 17-19)
    Recommendations and suggestions of the contents for the team works to be developed in the launching of the event and the initiation of the working group.

On May 23 IPES will send the synthesis of all the discussions to all participants to the conference,

DISCUSSION DOCUMENTS

An initial discussion document will be sent to all participants during the first day of the electronic conference. Other documents will be sent by the moderator of the list during the duration of the conference.

These messages will initially come to the moderator of the conference. The moderator will submit to all the participants. The moderator will not edit the messages, and will only make sure they are related to the objective of the conference.

LANGUAGE

The conference will be in Spanish and Portuguese. The discussion documents and summaries of all topics will be produced in Spanish. Messages can be sent in other languages, however, translation services have not yet been arranged.

LENGTH OF MESSAGES

Messages should not be longer than 3 paragraphs or 550 words per message. If you are responding to a specific message, please separate the text of the message you are responding to, so you do not send the whole message again to all the participants.

PLEASE DO NOT SEND FILES IN ATTACHMENTS.

You can send an abstract of the file of no more than 200 words. Provide the corresponding information so the participant is able to request the file if interested.

PUBLICATION AND CONFIDENTIALITY

The moderator will prepare a summary of the results of the conference which will be sent to all participants. Please do not send any confidential information, restricted or with intellectual properties.

International Council for Local Environmental Initiatives (ICLEI) World Congress of Local Governments Global Cities 21

The Japan Society of Waste Management Experts (JSWME)
Asian Pacific Landfill Symposium (APLAS-Fukuoka 2000)

Location: AIREF (Fukuoka Health Promotion Center)

Registration fee is JPY 40,000 before July 31, 2000 and JPY 50,000 after August 1, 2000. The deadline for registration is September 14, 2000. The official language of the symposium will be English and your expenses in connection with attending the symposium, including two banquets, lunch and excursion will be paid by the Organizing Committee.

Excursions include the Nakata Landfill Site with Seibu Leachate Treatment Plant, Rinkai Incineration Plant, Fushitani Landfill Site with Tobu Leachate Treatment Plant, Hydrolantic And Sanitary Engineering Laboratory (where landfill technology for solid waste using many landfill modeled lysimeters is being studied) and Kitakyushu Ecology.

Call for Papers
International Session at the JSWME 11th Annual Research Conference, November 8-10, 2000, Hokkaido University, Sapporo

The International Session, in English, provides overseas researchers and non-Japanese/English-speaking researchers in Japan with opportunities to present research papers and exchange information in English. Each year about 20 papers are submitted and comprehensively discussed. The session is jointly sponsored by JSWME and Korea Solid Waste Engineering Society.

Application deadline and submission of paper should be sent to the JSWME Secretariat by June 26, 2000.
