This page describes the major areas of COEUS® Proposal Development.

Add users and set up proposal roles

The COEUS® administrator in each department adds COEUS® users and can also set up department-wide proposal role assignment defaults. This eliminates the work of reentering and assigning the same set of roles for each new proposal.

An aggregator for a proposal is the only one who can assign roles for that proposal and/or adjust department-wide proposal role defaults.

The Add, Modify, and Display Proposal windows are used for entering and viewing administrative proposal information.

Investigator

Principal Investigator (PI). Average % Effort entry required by some sponsors. Select Lead Unit before you submit a proposal.

Key Person

Usually the same person as the PI.

Science Codes

Required by some sponsors.

The Proposal Abstracts window contains tab pages for technical and non-technical abstracts, a project summary, and a bibliography.

Create proposal budget

After you access a proposal, you can open the proposal's budget window. For a new budget or budget version, you will see a budget summary page, a Period 1 page, and a Budget Total page.

Budget Summary page tasks:

  • Use the option budget persons to enter annual salary for individuals who will contribute to the proposal project.
  • View costs, residual amounts, cost limits, cost sharing, and underrecovery amounts for each budget period.
  • For budgets involving a single budget period, you can add and change budget detail items on this window.

Budget Period 1, Period 2, ... page tasks:

  • For a new budget or budget version, on the Period 1 page, enter cost elements and detail that will apply to all periods.
  • Use the option personnel budget to enter salary distribution for individuals who will contribute to the proposal project.
  • As you enter cost line items, use the Calculate button to view direct and indirect cost totals based on your entries.
  • Use the Budget Line Item Detail window to enter cost sharing, underrecovery, and cost justification information.
  • Use the option Generate all periods to apply Period 1 cost elements and costs to each budget period.

Budget Total page:

  • View proposal totals for project and for each budget period by cost element, including EB, OH, and lab allocation.

Create proposal narrative

Proposal narrative options:

  • Import Word and/or PDF narrative chapters or sections, called modules.
  • View Word and PDF narrative files.
  • Create or edit Word narrative files.
  • Export Word or PDF files for use elsewhere.
  • Restrict narrative access rights, by module.
  • Order modules.

Create approval maps

Approval maps are templates that contain an ordered list of stops, with at least one approver at each stop.

Business rules specify conditions under which an approval map is applied to a proposal. OSP can assist you in setting up rules.

Maintain biographic and degree information

COEUS® Personnel options provide facilities for creating and maintaining several Word and/or PDF versions of a resume, project activities list, publications list, etc., for an investigator (PI) in your department or in related departments.

You can also maintain information on most recent degrees for a PI or Co-PI.

Yes/no questions and special reviews

The Yes/no question windows are a facility for registering special involvements of a proposal, such as space change, historical sites, international cooperative activities, etc.

If any answers indicate that the proposed activity will involve one or more special reviews, use the Special Review window to enter more information about the required reviews.

Use the Inbox to access proposals that you will view or approve.

Proposal submission and approvals

When you submit a proposal for approvals in COEUS®, the proposal is routed to the first approver or approvers, if parallel approvals are involved.

Narrative and budget are not mandatory for proposal submission. To submit a proposal without a budget or narrative, be sure that the Narrative or Budget field on the Proposal page shows "None". If a narrative and/or budget are included, they must be marked as complete on the appropriate narrative or budget window.
