Summary
Phase I of this US$14 million KfW project focuses on infrastructure provision. Phase II allows district administrators to apply for loans to finance projects that the community determines it needs, such as market places or bus terminals. For approval, the loans must meet certain sustainability, need, and profitability requirements; be co-financed by the government; and include an operations and maintenance plan.
