ABSTRACT

This paper describes new models for providing housing finance to low-income households developed over the past 15 years. They have been developed to support a large-scale process of incremental housing development through loan finance. The paper’s introduction having described the context, the second section concentrates on NGOs’ programmes, the third looks at some of the constraints these programmes have faced, and the fourth describes programmes initiated or supported by governments. The final section discusses what we can learn from these government programmes, and considers future strategies for expanding the provision of housing finance for low-income groups.
