Sub-Treatment Interventions

 

 

In order to provide recommendations to the NSP program on potential refinements that might be introduced to implementation strategies, the study incorporates two Sub-Treatment Interventions (STIs), which are variations in implementation strategies introduced within the 250 "NSP evaluation communities" that form the treatment group. Two different STIs were developed by the evaluation team in conjunction with participating FPs.

The first STI seeks to examine whether outcomes of interest relevant to the program differ when the Community Development Council (CDC) is elected via a "cluster-based" or "ward" election, where each part of the village elects a dedicated male and female representation, as compared to an "at-large" election procedure where no such geographic system of representation is mandated. The second STI is focused on the method by which communities select projects for funding by the NSP program and compares a formal referendum procedure, by which the CDC is required to select projects selected democratically by villagers, with a consultation meeting, by which CDC members and villagers hold an open discussion as to the most appropriate projects for implementation.
