GENERAL OVERVIEW:

This position is based in Middleton, MA.

The MIT-Bates Research and Engineering Center, a part of the Laboratory for Nuclear Science (LNS) at MIT, hosts a diverse array of research projects associated with multiple MIT departments, ranging from experimental nuclear and particle physics, through applications of accelerators, to climate change mitigation

The primary focus of the MIT-Bates staff is to provide engineering and technical support for a wide variety of nuclear physics experiments of importance to the U.S. Department of Energy, involving a broad spectrum of researchers from MIT and collaborating institutions. Work includes designing and building complex detectors, support structures, targets and magnets for electron scattering experiments and the future Electron-Ion Collider, low-energy nuclear physics and fundamental symmetries research, and high-energy particle colliders.

POSITION OVERVIEW:

Under the overall guidance of the Director, the Associate Director provides on-site leadership and oversees operations, including managing existing activities and developing proposals for new activities. The AD will engage with MIT departments, National Laboratories and Industrial Sponsors in order to develop long-term plans for the laboratory. The Associate Director may also have the opportunity to participate in activities as a researcher.

PRINCIPAL DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
  • Develop and implement strategic plans for optimal use of the site and personnel.
  • Develop proposals for grants/subawards/subcontracts in collaboration with LNS Fiscal, MIT-Bates Director, MIT-Bates engineering staff and the sponsor, including statement of work, milestones and budget; follow sponsor/federal and Institute guidelines, formats and deadlines.
  • Meet with potential users of MIT-Bates space to understand their needs in coordination with MIT-Bates Facilities Manager. For MIT users, develop MOU; for non-MIT users, develop collaborative research proposal.
  • As needed for certain projects, develop project management plan in collaboration with MIT-Bates engineering staff and project stakeholders.
  • Provide overall oversight of the active projects at the laboratory.
  • Provide LNS Fiscal with necessary information to set up account structures for new awards.
  • Review personnel and MS&T costs charged to each award for accuracy, accountability, reasonableness, and consistency.
  • Create financial and progress reports as required by the sponsor for each award, in collaboration with MIT-Bates engineering staff, MIT-Bates Director, LNS Associate Director and LNS Fiscal.
  • Perform projections of personnel support versus available funding, using information from LNS Fiscal, LNS Associate Director and MIT-Bates engineering staff. Propose overall schedule of projects to MIT-Bates Director to make optimal use of personnel and technical resources.
  • Work with LNS Fiscal to track and project spending on each award, and (if applicable) compare with and update the relevant project management plan as necessary.
  • Participate in the quarterly DOE review of MIT-Bates Research & Engineering Center activities, along with the MIT-Bates Director, including preparing activity and effort reports.
  • Provide information on uses and requests for modifications of MIT-Bates space to LNS Associate Director; LNS Administrator for HR, EHS and Facilities; and/or MIT Facilities, as needed.
  • Work with LNS Administrator for HR, EHS and Facilities on personnel matters (job descriptions, hiring process, annual performance reviews).
  • Set up monthly personnel effort tracking and perform quarterly certification of salary charges to projects, utilizing information from MIT-Bates engineering staff and Technician Supervisor as necessary.
  • Serve as the point of contact with various central MIT offices (EHS, Export Control, Facilities, HR, IS&T, OGC, OSATT, Procurement, Property, RAS, etc.) for activities at MIT-Bates, and interpret and implement policies relevant to those offices.
  • Oversee the Dismantling & Decontamination (D&D) process for the old accelerator, experimental and service areas (annual reports, strategic decisions, coordination with Facilities and EHS).
  • Communicate with the Town of Middleton as necessary, in collaboration with the MIT Facilities Manager, on matters of safety, utilities, and planning.
  • Serve as EHS Co-coordinator with MIT-Bates Senior Stock Clerk.
  • Coordinate as necessary with Head of Computing for LNS on operations of the MIT-Bates High Performance Research Computing Facility (HPRCF); coordinate with Head of Computing for LNS, MIT-Bates Director and ORCD on HPRCF improvements.

QUALIFICATIONS:

Required

  • Master’s or Ph.D. in physics or a bachelor’s in engineering
  • Fifteen years’ experience in a technical field
  • Five years’ supervisory experience
  • Proven leadership experience successfully managing technical research projects, including costs, schedules, personnel, and reporting
  • Experience and research interests that align with present and planned MIT-Bates research activities
  • Excellent interpersonal, communication, and organizational skills
  • Self-motivation and ability to prioritize and handle multiple tasks simultaneously

Preferred:

  • Ph.D. in physics or master’s in engineering/engineering management
  • Experience at a national laboratory/university
  • Experience with environment, health, and safety
  • Project management certification.
Supervision Received:

This position reports to the MIT-Bates Director, Prof. Boleslaw Wyslouch.

Supervision Exercised:

Supervises the engineering staff, the Technician Supervisor, and the Senior Stock Clerk.

This position has a 6-month probationary period for new employees to the Institute.
